Assessment and testing are not the same thing

In Texas, "mold assessment" is a legal term. The law defines it as an inspection, investigation or survey of a home to give the owner or occupant information about mold; the development of a mold management plan or remediation protocol; or the collection or analysis of a mold sample (Occ. Code §1958.001).

Testing, meaning air or surface samples sent to a lab, is only one part of that. Many assessments answer the main questions with a visual inspection and moisture readings: where the water is, what is wet and how big the affected area is.

Texas licenses mold assessment technicians, mold assessment consultants and mold assessment companies, and it separately licenses mold analysis laboratories. Hired assessment work needs a license.

When testing is worth paying for

  • You smell mold but cannot find it, for example behind a wall, under flooring or in the AC system
  • The area looks like 25 square feet or more and you need a protocol before a remediation company can start
  • Remediation is finished and the work needs a clearance assessment
  • You are buying or selling a home and want a record; see mold inspection when buying a home in Texas
  • After a storm or leak, you want written findings to keep with photos for an insurance claim

When it usually is not

If you can see a small patch, know why it is there and it covers less than 25 contiguous square feet, testing may add cost without changing the plan. TDLR says that generally it is not necessary to identify the species of mold growing in a residence, and that testing to determine what kind of mold is present is not required before remediation or cleaning. Fix the moisture and clean or remove the material. More in do you need mold testing.

What a mold assessment typically involves

  1. History

The assessor asks about leaks, storms, AC trouble, smells and any past repairs, and looks at photos you have.

  2. Visual and moisture check

A walk-through of the affected rooms, the attic and the AC system where needed, with a moisture meter to map what is wet.

  3. Sampling, if useful

Air or surface samples are taken only when they answer a real question, and sent to a lab for analysis.

  4. Report and protocol

For a remediation job of 25 square feet or more, the consultant writes the protocol a separate remediation company must follow.

  5. Clearance later

After remediation, the assessor returns for the post-remediation assessment and signs the Certificate of Mold Damage Remediation when the work passes.

In Texas, the company that assesses your mold and writes the protocol cannot be the company that removes it on the same project, and one owner can't hold both (Occ. Code §1958.155). That split means the company sizing the job is not the one paid to do the removal.

Mold inspections in Corpus Christi, TX

Corpus Christi gets about 32 inches of rain a year, September the wettest month, about 123 days a year at 90°F or hotter, and summer dew points averaging about 74°F (NOAA 1991–2020, Corpus Christi International Airport). As general building science, that much moisture in the air means hidden condensation is a common finding: on ducts in a hot attic, around supply vents and behind drywall in rooms the AC keeps very cold. An assessor who checks the AC system is often worth the extra time here; see AC and HVAC mold.

In the 78404 ZIP area around Del Mar and Ocean Drive, the median home was built in 1954 (ACS 2020–2024 5-year estimates). On Padre Island and in Port Aransas, homes that sit closed up between visits can build up humidity while no one is there. After a hurricane or flood, an assessment can show how far water moved inside walls; see hurricane and flood mold.

What a mold inspection costs

Fixr (Jan 2025) breaks inspection pricing down further: inspection only $300–$600, an air test $500–$700, surface (tape or swab) testing $150–$200, HVAC tests $50–$75 per test and extra samples $60–$80 each. Hard-to-reach HVAC systems can push the cost as high as $1,500. These are national estimates; the assessor's quote sets the real number.

Texas mold rules in brief

Licensing: Texas requires TDLR licenses for mold assessment and remediation work on 25 or more contiguous square feet (Occ. Code §1958.101–.102). Verify any company at tdlr.texas.gov/LicenseSearch.

Two companies: In Texas, the company that assesses your mold and writes the protocol cannot be the company that removes it on the same project, and one owner can't hold both (Occ. Code §1958.155).

The certificate: Ask for the Certificate of Mold Damage Remediation (TDI form MDR-1). Insurers can't make underwriting decisions based on remediated mold damage when you have it (Ins. Code §544.303), and you must give buyers copies from the last five years (§1958.154(b)). It does not guarantee coverage or a sale.

Questions to ask an assessor

  • What is your TDLR mold assessment license number? Verify it at tdlr.texas.gov/LicenseSearch.
  • Do you or your owners have any interest in a remediation company that might do this job?
  • Will you take samples, and what question will each sample answer?
  • Which lab analyzes the samples, and is it licensed in Texas?
  • Will I get a written report, and a written protocol if remediation is needed?
  • What are the clearance criteria, and is the clearance visit in your price?
  • Will you sign the Certificate of Mold Damage Remediation after a passed clearance?

Mold inspection and testing questions

Do I need mold testing if I can see the mold?

Often not. TDLR says that generally it is not necessary to identify the species of mold growing in a residence, and that testing to find out what kind is present is not required before remediation or cleaning. An assessment is still useful to find the moisture source, measure the area and write the protocol a 25 square foot or larger job needs.

What is the difference between a mold inspection and mold testing?

An inspection is a visual and moisture check of the home. Testing means collecting air or surface samples for a lab. Texas law treats both as mold assessment, along with writing a remediation protocol, and requires a mold assessment license for hired assessment work.

How much does a mold inspection cost?

Fixr (Jan 2025) puts a standalone mold inspection at $450 to $800, with an average around $500. It lists an inspection alone at $300 to $600 and an air test at $500 to $700. These are national estimates, not quotes.

Can the company that tests my home also remove the mold?

Not on the same project. In Texas, the company that assesses your mold and writes the protocol cannot be the company that removes it on the same project, and one owner can't hold both (Occ. Code §1958.155).

Is a home inspection the same as a mold assessment?

No. Texas mold law excludes real estate inspections from its rules. A home inspector may note signs of moisture or suspected mold, but a mold assessment is separate work by a TDLR-licensed assessor.
