Flood zones and building rules
The current Nueces County flood maps took effect Oct. 13, 2022, and revised the coastal zones on Padre Island. Gulf-front parts of the island include coastal high-hazard (VE) zones, and many bay- and canal-side lots are in AE zones; check your own address at msc.fema.gov. In VE zones, City of Corpus Christi rules require the lowest horizontal member at or above the base flood elevation plus 1 foot, prohibit fill, and require engineered breakaway walls for enclosures below that level. A Non-Conversion Agreement may be required.
Those enclosures are often used for storage and parking. As general building science, materials stored there after a surge or a heavy rain can stay damp long enough to grow mold.
Permits on the island
Mold cleanup itself usually isn't permitted work, but rebuilding often is. Padre Island is inside Corpus Christi, so city rules apply: interior remodeling, roofing and foundation repairs use Form 1003, with an elevation certificate in a floodplain. Beachfront projects may need a Beachfront Construction Certificate (Form 6001) or a Dune Protection Permit (Form 6002). Nueces County is in the TDI catastrophe area, so roof, window and framing repairs may need a windstorm inspection (WPI-8).
About the Census numbers
The Census Bureau doesn't report Padre Island on its own. The 78418 ZIP area covers both Padre Island and Flour Bluff; together, ACS 2020–2024 counts 11.9% of units as seasonal and a median home value of $302,500. Those are combined figures, not the island's.
Texas mold rules. Texas requires TDLR licenses for mold assessment and remediation work on 25 or more contiguous square feet (Occ. Code §1958.101–.102). Verify any company at tdlr.texas.gov/LicenseSearch. In Texas, the company that assesses your mold and writes the protocol cannot be the company that removes it on the same project, and one owner can't hold both (Occ. Code §1958.155). After a licensed job, ask for the Certificate of Mold Damage Remediation (TDI form MDR-1): insurers can't base underwriting decisions on remediated mold damage when you have it (Ins. Code §544.303), and sellers must give buyers copies from the last five years.
