The first days after the water

Mold can start on wet materials within a day or two; guidance often cited from EPA is to dry them within 24 to 48 hours. As general advice:

  • Stay safe first: avoid flooded rooms with live power and damaged structures
  • Photograph and video every room, the water line and damaged items before moving anything
  • Stop more water getting in: a tarp over roof damage, boards over broken windows
  • Remove standing water and get air moving once power is back
  • Call your insurer or agent to report the damage and ask what documentation they need

In Texas, remediation companies can notify TDLR by the next business day in a water-damage emergency, rather than 5 days ahead, so licensed work does not have to wait a week.

Coastal Bend storms, by the record

A few dated facts from the record:

StormWhat the record saysSource
1919 hurricane (Sept. 14, 1919)North Beach was swept clean of all but three badly battered buildingsNueces County Flood Insurance Study
Hurricane Celia (Aug. 3, 1970)Came ashore near Aransas Pass and Port Aransas, with gusts estimated as high as 180 mph; the NWS reports roughly 9,000 Coastal Bend homes destroyed and 70% of Corpus Christi residences damaged. The two NWS pages differ on its category.NWS Corpus Christi
Hurricane Harvey (Aug. 25, 2017)Landfall about 5 nautical miles east of Rockport; about 15,000 homes destroyed and 25,000 damaged in the landfall countiesNational Hurricane Center
Hurricane Hanna (July 25, 2020)Landfall on Padre Island; 6.24 ft surge measured at Bob Hall PierNational Hurricane Center
Hurricane Beryl (2024)The most recent federal hurricane declaration for the area (public assistance)FEMA

None of this means a given home has hidden mold. It does mean many local homes have had storm repairs, and a wall closed up before it dried is a common place to look. Wet walls are covered on wall and drywall mold; the full job is on mold removal. Read mold after a hurricane in Corpus Christi for a checklist.

Flood, wind, TWIA and mold coverage

On the coast, which policy responds depends on what caused the water. A general guide from Texas Department of Insurance consumer information, not a coverage promise:

Source of waterPolicy that may respond
Wind or hail opens the roof or a windowYour home policy may not cover wind and hail on the coast; TWIA sells wind and hail coverage for coastal residents
Flood or storm surgeA separate flood policy; most home policies don't cover floods, and most flood policies have a 30-day waiting period
Sudden pipe or appliance leakMost home policies cover a sudden and accidental release of water
A continuous or slow leakMost home policies don't cover it

Mold usually follows the cause: TDI says home policies won't cover mold removal, except to repair damage caused by a covered risk, and mold removal is offered as an optional endorsement. Many policies cap or exclude mold; check your declarations page. TDI also notes that TWIA won't sell you a policy if there's a hurricane in the Gulf. More in does insurance cover mold in Texas.

Texas mold law after a storm

Under 25 contiguous square feet, a homeowner can clean it themselves or hire anyone. At 25 sq ft or more, hired work needs licensed companies, a written protocol, a work plan, TDLR notification (5 days ahead, or the next business day in a water-damage emergency), a clearance assessment, and a Certificate of Mold Damage Remediation within 10 days.

A 2025 amendment (SB 1255) excludes "demolition of a structure after a fire or other disaster" from the mold chapter. That covers demolition, not mold remediation, so do not assume storm mold cleanup is exempt.

Avoiding post-storm scams

As general advice after a big storm:

  • Verify the TDLR mold license of any company before signing, at tdlr.texas.gov/LicenseSearch
  • Get the assessor's protocol and the remediator's work plan in writing, along with the Consumer Mold Information Sheet
  • Do not pay in full upfront
  • Know that Texas Business and Commerce Code chapter 601 generally gives a right to cancel many in-home sales over $25 until midnight of the third business day after signing; check whether it applies to your contract

Permits and windstorm inspections for the rebuild

Mold cleanup itself usually isn't permitted work, but rebuilding often is. In the City of Corpus Christi, including Flour Bluff and Padre Island, interior remodeling, roofing and foundation repairs go through the city's residential permit form (Form 1003), with an elevation certificate if the home is in a floodplain, and windstorm-related repairs need an engineer. In other towns, check with your city building department.

The Texas Department of Insurance says properties in 14 coastal counties are in a designated catastrophe area, and most new construction, roof replacements, major repairs and other alterations there require a windstorm inspection (a WPI-8 certificate). Roof repairs under 100 square feet that don't involve decking, and painting, carpeting and cabinets, are listed as exempt. If mold work uncovers roof-deck, framing or window damage, your rebuild contractor should confirm what the repair needs.

The current Nueces County flood maps took effect Oct. 13, 2022. If you are rebuilding in an AE or VE zone, ask the city about elevation rules before you start. Renters after a storm should read rental mold: the landlord's repair period can wait for insurance proceeds (Texas Property Code §92.054).

Texas mold rules in brief

Licensing: Texas requires TDLR licenses for mold assessment and remediation work on 25 or more contiguous square feet (Occ. Code §1958.101–.102). Verify any company at tdlr.texas.gov/LicenseSearch.

The certificate: Ask for the Certificate of Mold Damage Remediation (TDI form MDR-1). Insurers can't make underwriting decisions based on remediated mold damage when you have it (Ins. Code §544.303), and you must give buyers copies from the last five years (§1958.154(b)). It does not guarantee coverage or a sale.

Questions to ask after a storm

  • What are the TDLR license numbers for the assessor and the remediation company?
  • Can I have the protocol and work plan in writing, and when will TDLR be notified?
  • What photos, readings and reports will I get for my insurance claim?
  • Who does clearance, and will I get the Certificate of Mold Damage Remediation within 10 days?

Hurricane and flood mold questions

How soon does mold grow after a flood or hurricane?

Mold can start on wet materials within a day or two, which is why drying as quickly as possible matters. Guidance often cited from EPA is to dry wet materials within 24 to 48 hours. Drywall, insulation and carpet pad that stayed wet longer often need to come out.

Does insurance cover mold after a hurricane in Texas?

It depends on what caused the water and on your policies. Wind damage on the coast may fall under a TWIA policy, flood and surge need a separate flood policy, and mold coverage usually follows the cause. TDI says most home policies won't cover mold removal except to repair damage caused by a covered risk. Many policies cap or exclude mold; check your declarations page.

Is storm mold cleanup exempt from Texas mold licensing?

No. A 2025 change to the law excludes demolition of a structure after a fire or other disaster, but that covers demolition, not mold remediation. Hired mold remediation of 25 contiguous square feet or more still needs licensed companies, and TDLR notice can be filed by the next business day in a water-damage emergency.

Can I cancel a contract I signed with a door-to-door contractor after a storm?

Texas Business and Commerce Code chapter 601 generally lets a consumer cancel many in-home sales over $25 until midnight of the third business day after signing. Whether it applies depends on the transaction. This is general information, not legal advice.
