A renters' town with 1960s and 1970s housing

Kingsville is named for Richard King and was founded to serve his adjacent ranch; it was incorporated in 1911. It is home to Texas A&M University-Kingsville, which opened in 1925 as South Texas Teachers College, and to Naval Air Station Kingsville, one of the Navy's two locations for jet aviation training.

The Census Bureau's July 1, 2025 estimate puts the city at 24,687 residents. The ACS 2020–2024 5-year survey shows:

  • Only 44.2% of homes are owner-occupied, the lowest share of any town this site covers
  • The median home was built in 1973, and 63.3% predate 1980
  • The median home value is $149,400

Students, staff, service members and long-time residents all rent here, so many mold questions are really landlord and tenant questions.

If you rent: the Texas repair rules

Texas Property Code chapter 92 doesn't mention mold by name, but its repair rules apply when mold comes from a condition such as a leak. In general terms:

  1. Give notice

Notify the landlord where rent is normally paid. Writing is safest, and it's required if your written lease says so (§92.052).

  2. Stay current on rent

The repair duty applies when the tenant isn't delinquent at the time of notice.

  3. Follow up

A second written notice, or a first notice sent by certified or tracked mail, matters under §92.056. Seven days is presumed a reasonable time to repair.

This is general information, not legal advice. More on rental and landlord mold and landlord duties in Texas.

If you own: what the city permit guide says

The City of Kingsville publishes a "Do I need a Permit" guide (Feb. 20, 2024). Mold cleanup itself usually isn't permitted work, but rebuilding often is, and in Kingsville that is spelled out:

Usually needs a permitUsually does not
Remodels, including removal and replacement of any existing structure or interiorPaint
Plumbing and electrical workWall coverings such as paneling and wallpaper
New roofs and re-roofing (an appraisal card and WPI-1 form are required)Floor coverings, countertops and cabinets
Almost every other project inside city limitsRoof-covering repairs under 100 sq ft cumulative

Confirm with the City of Kingsville before rebuilding. Older homes built before 1978 also raise lead paint and asbestos questions; ask the companies how they handle them.

Texas mold rules. Texas requires TDLR licenses for mold assessment and remediation work on 25 or more contiguous square feet (Occ. Code §1958.101–.102). Verify any company at tdlr.texas.gov/LicenseSearch. In Texas, the company that assesses your mold and writes the protocol cannot be the company that removes it on the same project, and one owner can't hold both (Occ. Code §1958.155). Owners of residential property with fewer than 10 units may be exempt from licensing for work on their own property (§1958.102(e)); a landlord hiring help still needs licensed companies at 25 square feet or more.

Kleberg County is included in federal flood declaration DR-4272 (May–June 2016). For typical published prices, see the mold remediation cost guide, and for ceilings and vents, AC and HVAC mold.

Kingsville mold questions

I rent near the university in Kingsville and found mold. What do I do first?

Tell your landlord in writing where rent is normally paid, and keep a copy. Under Texas Property Code §92.052, a landlord must make a diligent effort to repair a condition that materially affects an ordinary tenant's health or safety once proper notice is given and rent is current. Photos help. This is general information, not legal advice.

Can the state make my landlord clean the mold?

TDLR says current Texas law doesn't require landlords to inspect for or clean mold, and TDLR can't order a landlord to remove it. Your rights come from the Property Code repair rules instead. Tenant resources include the local health department and the State Bar of Texas Lawyer Referral line at (800) 252-9690. This is not legal advice.

Does replacing moldy drywall need a permit in Kingsville?

Likely yes. The City of Kingsville's permit guide says almost every project inside city limits requires a permit, and remodels include removal and replacement of any existing structure or interior. Paint, wall coverings, flooring, countertops and cabinets don't need one. Confirm with the city before work starts.
